We've heard nothing official on how it's going to happen, but I expect to see some rejigging of the existing battleships prior to the tier 3s being released, as happened recently with the mark 2 project for cruisers and frigates.
I also expect that the Arma will get nerfed into a tracking disruptor ship as a part of this rejigging

The Caldari are the kings of EW, so it wouldn't make sense to give the Gallente a tier 3 EW BS when the Caldari EW BS is only a tier 1.
I wouldn't be surprised to see the Dominix end up with a sensor dampener bonus, however.

Then Gal Amarr And Mini will have the Mega, Apoc and Tempest pushed in to the Tier III slot, Dominix Geddon and Phoon pushed in to the tier II slot and their new ship will fit the role of EW fleet support currently filled by the Scorpion for the Caldari.
If they do that, it will be exploit city.
People will buy Tempests before the patch, and then sell them after their mineral cost has increased, thus making a profit.

Well, you've always said that the Typhoon was crying out for a role, and I reckon it will one day end up with a painter bonus.
